Job description

Our client is a governing body and they are seeking a Higher Executive Officer within their Professional Funding and Development department.


The role is to cover a maternity leave and will start in January 2021 through to January 2022.

Purpose of Post:

The Higher Executive Officer will play a lead operational role in:

administering the funding of Induction for teachers in Wales, on behalf of the Welsh Government, and

the development, implementation and administration of the Professional Learning Passport (PLP) for the education workforce, on behalf of Welsh Government

Responsibilities:

Managing Funding

Under the direction of the Professional Development and Funding Manager the Higher Executive Officer will:

Take a lead role, working as part of a team, in ensuring that:

- schools confirm to the body who is undertaking Induction;

- information received is input to the funding database and maintained thereafter;

- all financial claims are received and processed according to agreed timescales; and

- funding is distributed to schools and external mentors within agreed financial protocols.

Play a lead role in developing and updating standard communications and documentation for key stakeholders, including guidance handbooks, proformas and electronic templates;

Provide a professional enquiry service and help desk facility for practitioners and their establishments, Local Authorities (LAs) and others in respect of the funding, tracking and recording arrangements, and any online provision of professional development recording systems, answering queries accordingly;

Undertake a range of administrative duties including maintenance of electronic and hard copy filing systems, preparing and issuing correspondence and updating and maintaining databases.

Work with the Professional Development and Funding Manager to ensure that effective I.T. systems are in place, maintained and further developed as necessary;

Develop standard and ad-hoc reports to generate summary data using database query software. Also prepare statistics on the Funding Programme for senior management and other key audiences;

Take a lead role in working with the Finance team to ensure that:

- financial claims are processed appropriately;

- anticipated and actual expenditure is monitored;

- the Council's financial systems and controls are implemented robustly;

- monthly and annual reconciliation processes are in place and followed;

Professional Learning Passport (PLP)

Under the direction of the Professional Development and Funding Manager the Higher Executive Officer will:

Play a lead role in proactively marketing the funding arrangements and online provision of professional learning recording systems to ensure that practitioners and their establishments fully understand their funding entitlement for induction and the access to the online professional learning systems. This will include making presentations to large key stakeholder groups.

Work with the Manager-Professional Development and Funding team on the ongoing development and implementation of the PLP

Work with Welsh Government policy officials and stakeholder groups to ensure the PLP is designed to meet the needs of all registrant groups

Working with software developers project managing the development and testing of any work undertaken.


Experience and skills


Experience developing and maintaining detailed administrative processes

Experience producing standard and ad-hoc reports and preparing statistical data

Experience of delivering presentations / demonstrations to a range of stakeholders

Excellent customer service and problem solving skills

Excellent oral and written communication skills

Excellent time management skills with a highly methodical approach and an ability to prioritise work to meet specific deadlines

Fluent in written and spoken Welsh

UK driving licence and ability and willingness to travel
